(ලංකා ඊ නිව්ස් -2016.නොවැ.28, ප.ව. 6.10) ලංකා ඊ නිව්ස් සහ එහි කර්තෘවරයාද ඇතුළුව ජනමාධ්‍යයට එරෙහිව ගම්පහ මහේස්ත්‍රාත් කවින්ද්‍රා නානායක්කාර විනිසුරුවරිය විසින් සිදු කරන ලද බරපතල කුමන්ත්‍රණය පිළිබඳ දීර්ඝ කරුණු හෙලිදරව්වක් කරමින් ශ්‍රී ලංකා තරුණ ජනමාධ්‍යවේදීන්ගේ සංගමය අද අධිකරණ සේවා කොමිෂන් සභාව වෙත පැමිණිල්ලක් ඉදිරිපත් කර තිබේ. එම පැමිණිල්ලේ සම්පූර්ණ පිටපතක් මෙහි දැක්වේ.

රිවිර පුවත්පතේ හිටපු ප්‍රධාන කර්තෘ උපාලි තෙන්නකෝන් මහතාට 2009 ජනවාරි 23 වැනි දා පහර දී ඝාතනයට තැත් කිරීම සම්බන්ධ පැමිණිල්ල කාලයක් තිස්සේ ගම්පහ මහේස්ත්‍රාත් අධිකරණයේ විභාග වෙයි.
වර්තමාන රජය බලයට පත්වූ පසු එහි පරීක්ෂණ රහස් පොලිසිය මගින් විධිමත් කළ අතර ඒ අනුව මෙම සිද්ධියට සැකපිට යුද හමුදා බුද්ධි අංශයේ මාණ්ඩලික සැරයන්වරයකු වූ ප්‍රේම් ආනන්ද උදලාගම අත්අඩංගුවට ගනු ලැබීය.
මෙම පැමිණිල්ල විභාග කරමින් සිටියේ ගම්පහ ප්‍රධාන මහේස්ත්‍රාත් ලෙස කටයුතු කරන කාවින්ද්‍රා නානායක්කාර මෙනවියයි. 2016 ජූලි 31 වැනි දා ලංකා ඊ නිවුස් වෙබ් අඩවිය මෙම මහේස්ත්‍රාත්වරිය ගැන කරුණු කිහිපයක් ගෙනහැරපාමින් ප්‍රවෘත්තියක් පළ කළේය. නීති විරෝධීව අලි පැටියකු ළඟ තබා ගත්තේයැයි තිලිණ ගමගේ මහේස්ත්‍රාත්වරයා අත්අඩංගුවට ගැනීමේ සිදුවීම ගැන කාවින්ද්‍රා නානායක්කාර මහේස්ත්‍රාත්වරාය නීතිපතිවරයා විවේචනය කරමින් තම ෆේස්බුක් වෙබ් ගිණුමේ සටහනක් යොදා ඇති බවත්, මහේස්ත්‍රාත්වරිය නිරූපිකාවක ලෙස මහේස්ත්‍රාත්වරියකට නොගැලපෙන ආකාරයේ ඡායාරූප ෆේස්බුක්හි පළ කර ඇති බවත් එම වෙබ් අඩවිය වාර්තා කර තිබිණි.
2016 අගෝස්තු 26 වැනි දා උපාලි තෙන්නකොන් නඩුවේ හඳුනා ගැනීමේ පෙරට්ටුව පැවැති අතර එහිදී උපාලි තෙන්නකෝන් මහතා සහ බිරිය සැකකාර ප්‍රේම් ආනන්ද උදලාගම හඳුනා ගත්හ.
ප්‍රේම් ආනන්ද උදලාගම නම් සැකකරුගේ ඡායාරූපය ලංකා ඊ නිවුස් වෙබ් අඩවිය සහ දිවයින පුවත්පත මීට පෙර පළ කර තිබූ නිසා තෙන්නකෝන් මහතා සහ බිරිය සැකකරු හඳුනා ගත් බව පසු නඩු දිනයේ දී මහේස්ත්‍රාත්වරිය විවෘත අධිකරණයේ ප්‍රකාශ කළාය. සැකකරුගේ ඡායාරූප පළ නොකරන ලෙස කිසිම අධිකරණයකින් නියෝගයක් ලබා දී නොතිබිණි. සැකකරුගේ ඡායාරූපය මාධ්‍ය පළ කළ නිසා තෙන්නකෝන් මහතා සහ බිරිය සැකකරු හඳුනා ගත් බවට මහේස්ත්‍රාත්වරිය පූර්ව නිගමනයකට පැමිණියේ කෙසේද යන්න අපි නොදනිමු.
‘ලසන්ත ඝාතනයට කණ්ඩායම් දෙකක් යොදවලා‘ යන සිරස්තලයෙන් යුක්තවය 2016 ජූලි 18 වැනි දා ලංකා ඊ නිවුස් වෙබ් අඩවිය පළ කළ ලිපියක සැකකාර ප්‍රේම් ආනන්ද උදලාගමගේ ඡායාරූපයක් පළ කර තිබුණු අතර ඉන් පසු 2016 අගෝස්තු හත් වැනි දා දිවයින පුවත්පත ‘හැමදේම අමතක උදලාගමගේ මුහුණ මතක ලසන්ත ඝාතනයේ අමුතුම ගේම‘ යන සිරස්තලයෙන් සමන් ගමගේ මාධ්‍යවේදියා ලියූ ලිපියක ද සැකකරුගේ ඡායාරූපය පළ කර තිබිණි.
මෙම සැකකරු සිටින ඡායාරූපය තානාපති කාර්යාලයයකට සම්බන්ධ වෙබ් අඩවියක පළ කර තිබූ එකක් බව අපට වාර්තා විය. එනම් එය මුලින්ම පළ කළේ සමන් ගමගේ මාධ්‍යවේදියා හෝ ලංකා ඊනිවුස් වෙබ් අඩවිය නොවේ. පොලිසියට අල්ලා ගැනීමට අවශ්‍ය සැකකරුවන්ගේ ඡායාරූප පොලිසිය කොතෙකුත් මාධ්‍යවලට නිකුත් කළත් ඒ කිසිදු අවස්ථාවක මෙවන් තත්ත්වයක් උද්ගත වී නැත. පොලිසියට සැකකරු අල්ලා ගැනීමට නොහැකි නම් එම සිදුවීම මහජන කුතුහලයට හා සුබ සිද්ධියට හේතුවන ආන්දෝලනාත්මක සිදුවීමක් නම් ඡායාරූපය පළ කිරීමේ ගැටළුවක් ඇතැයි නොසිතන්නෙමු.
කෙසේ වෙතත් දිවයින පුවත්පතේ සමන් ගමගේ මාධ්‍යවේදියාගෙන් මේ ගැන ප්‍රකාශයක් ගන්නා ලෙස මහේස්ත්‍රාත්වරිය කළ නියෝග අනුව ඔහු රහස් පොලිසියට කැඳවා තිබුණත් සමන් ගමගේ මහතා රහස් පොලිසියට පැමිණ තිබුණේ නැත. සමන් ගමගේ මහතා රහස් පොලිසියට නොපැමිණීම මෙම නඩුවට අදාළ නැති බැවින් ඒ ගැන බී වාර්තාවක් මගින් වෙනම නඩුවක් පවරන ලෙසත් මහේස්ත්‍රාත්වරිය නියෝග කළාය. මහේස්ත්‍රාත්වරිගේ නියෝග අනුව රහස් පොලිසිය සමන් ගමගේ මහතාට නඩු පැවරීය.
ඉන් පසු නඩු දිනයක ලංකා ඊ නිවුස් වෙබ් අඩවිය ගැන අධිකරණයට ලැබුණු නිර්නාමික පෙත්සමක් සම්බන්ධයෙන් විමර්ශනයක් කරන ලෙස කාවින්ද්‍රා නානායක්කාර මහේස්ත්‍රාත්වරිය රහස් පොලිසියට නියෝග කළාය. උපාලි තෙන්නකෝන් නඩුව විභාගයට ගත් සෑම අවස්ථාවකම පාහේ ඉන් පසු මුල් තැන ලැබුණේ මෙම පහරදීම ගැන විමර්ශනයට නොව ලංකා ඊ නිවුස් වෙබ් අඩවිය ගැන පැවැත්වෙන විමර්ශනයටය.
ලංකා ඊ නිවුස් ආයතනයට මුදල් ලැබෙන ආකාරය, එහි ලිපිනය, එහි කතුවරයා, එම වෙබ් අඩවියේ ලියාපදිංචිය, වෙබ් අඩවියේ පළ කර ඇති දැන්වීම් ආදී විස්තර උපාලි තෙන්නකෝන් ඝාතන විමර්ශනයට අදාළ නැති වුවද ඒ ගැන විමර්ශනය කරන ලෙස මහේස්ත්‍රාත්වරිය නියෝග කළාය. සමන් ගමගේ මහතාගේ සිදුවීමේ දී වෙනම නඩුවක් පවරන ලෙස රහස් පොලිසියට උපදෙස් දුන් මහේස්ත්‍රාත්වරිය ලංකා ඊ නිවුස් සම්බන්ධයෙන් වෙනස් ප්‍රතිපත්තියක් අනුගමනය කළ බව පෙනී යයි. රහස් පොලිසිය ලංකා ඊ නිවුස් ගැන නිසි ආකාරව විමර්ශනය නොකරන බව කියමින් අවස්ථා කිහිපයකදීම මහේස්ත්‍රාත්වරිය රහස් පොලිසියට දොස් නැගුවාය.
උපාලි තෙන්නකෝන් මහතාට පහරදීමේ සිදුවීම සම්බන්ධයෙන් පරීක්ෂණ පවත්වන රහස් පොලිසිය හිටපු නාවික හමුදාපති වසන්ත කරන්නාගොඩ මහතාගෙන් පවා ප්‍රකාශ සටහන් කර ගෙන තිබිණි. එලෙස තිබියදී විමර්ශනයට අදාල එවැනි පුද්ගලයන්ගේ දුරකතන වාර්තා, බැංකු ගිනුම් ආදිය පරීක්ෂා කරනවා වෙනුවට කිසිදු සම්බන්ධයක් නැති ලංකා ඊ නිවුස් වෙබ් අඩවියේ විස්තර සොයන ලෙස රහස් පොලිසියට නියෝග කිරීම බරපතල ගැටළු මතු කරයි.

කාවින්ද්‍රා නානායක්කාර මහේස්ත්‍රාත්වරිය සම්බන්ධයෙන් ලංකා ඊ නිවුස් වෙබ් අඩවිය මීට පෙර වාර්තා කර ඇති පසුබිමක එම වෙබ් අඩවිය සම්බන්ධයෙන් කාවින්ද්‍රා නානායක්කාර මහේස්ත්‍රාත්වරිය ම නියෝග නිකුත් කිරීම කෙතරම් සදාචාර සම්පන්නදැයි නීතිය ගැන කුඩා හෝ දැනුමක් ඇති ඕනෑම අයකුට මතුවන ගැටළුවකි. සැබැවින්ම එය ළබැඳියාවන් අතර ගැටුමකි.
නඩුවට කිසිසේත්ම අදාළ නැති සිදුවීම් ඔස්සේ මෙම නඩුව ගෙන යෑමට මහේස්ත්‍රාත්වරිය උත්සාහ කිරීම මගින් උපාලි තෙන්නකෝන් මහතාට ද බරපතල අසාධාරණයක් සිදු වූ බව අපේ අදහසයි. රහස් පොලිසියට ද අනවශ්‍ය පීඩනයක් එල්ල වී ඇති බව පෙනී යයි.
උපාලි තෙන්නකෝන්ට මහතාට පහරදීමේ නඩුවේ පැමිණිල්ල රහස් පොලිසියයි. විමර්ශන පවත්වන්නේ ද රහස් පොලිසියයි. මෙම සිදුවීම සම්බන්ධයෙන් ලංකා ඊ නිවුස් කර්තෘ අත්අඩංගුවට ගැනීමට තබා ඔහුගෙන් කටඋත්තරයක් ගැනීමට අවශ්‍ය බව පවා රහස් පොලිසිය අධිකරණයට දන්වා නැත. අධිකරණය වරෙන්තු නිකුත් කළ දිනයේ හෝ රහස් පොලිසිය එවැනි ඉල්ලීමක් කර නැත.
විමර්ශන පවත්වන රහස් පොලිසිය හෝ නීතිපතිවරයා හෝ ලංකා ඊ නිවුස් කර්තෘවරයා සැකකරුවකු කර මේ වන තෙක් නඩු පවරා නැති පසුබිමක ඔහු අත්අඩංගුවට ගන්නා ලෙස අන්තර්ජාතික වරෙන්තු නිකුත් කිරීමට ගම්පහ මහේස්ත්‍රාත් කාවින්ද්‍රා නානායක්කාර මහත්මිය නියෝග කළේ කෙසේදැයි ප්‍රශ්න සහගතය.
අධිකරණවල නඩු ප්‍රමාදය ගැන අපට බරපතල විවේචන පවතී. මෙම අධිකරණයේ ද අනෙක් නඩු එලෙස දීර්ඝ කාලයකට කල් තබද්දී මෙම නඩුව පමණක් කෙටි දින ලබා දෙමින් කඩි මුඩියේ ගැනීමද තවත් සැකයට කරුණකි. සැකකරුගේ ඡායාරූප පළ කිරීමෙන් විමර්ශනයට බාධා වී නම් සැකකරුට එරෙහිව නඩු පැවරීමේදී නීතිපතිවරයා ඒ ගැන සැලකිල්ලක් දක්වනු ඇත. ඇත්තටම එවැන්නක් වී නම් අධිකරණයට අපහාසයන් නොවන අතර එමගින් වන්නේ සැකකරුට වාසියක් අත්වීම පමණි. එසේ තිබිය දී මහේස්ත්‍රාත්වරිය ඒ ගැන කටයුතු කළේ කුමන නීති ප්‍රතිපාදනයක් අනුවදැයි දැන ගැනීමට කැමැත්තෙමු.
අධිකරණය යනු කිසිවකුගේ පෞද්ගලික උවමනා එපාකම් පිරි මහන ස්ථානයක් හෝ කිසිවකුගේ හෙළුව වසා ගැනීමට පාවිච්චි කරන අමුඩ ලේන්සුවක් හෝ නොවේ. අධිකරණයේ ගෞරවය තීරණය වන්නේ ඒ ගැන පළ වන මාධ්‍යවාර්තා මත නොව අධිකරණයේ ක්‍රියාකාරීත්වය මතයි. එබැවින් උපාලි තෙන්නකෝන් නඩුවේ දී ගම්පහ ප්‍රධාන මහේස්ත්‍රාත් කාවින්ද්‍රා නානායක්කාර මෙනවියගේ ක්‍රියාකලාපය ගැන වහා විමර්ශනයක් සිදු කරන ලෙස ඉතා කාරුණිකව ඉල්ලා සිටිමු.
දිවයින පුවත්පතේ මාධ්‍යවේදීන් සමන් ගමගේට එරෙහිව පැවරූ නඩුව ඉවත් කර ගන්නා ලෙස හා ලංකා ඊ නිවුස් කර්තෘ සඳරුවන් සේනාධීර මහතාට එරෙහිව නිකුත් කළ අන්තර් ජාතික වරෙන්තු ආපසු කැඳවන ලෙසත් නීතිපතිවරයාගෙන් ඉල්ලා සිටීමට ද අපි බලාපොරොත්තු වෙමු.

Dear Mr President, Mr Prime Minister and other members of your cabinet. The Pulannna in your cabinet is saying in public that yours is an ACHCHARU GOVERNMENT. Has anyone of you got any idea of how much Dealdasa is getting paid to make such detrimental comments in a television channel? The question boiling in the minds of Yahapalanaya loving nation is whether those two leaders at the top are blind, deaf, ignorant or out of touch with what actually is going on around them. It will not be too long before this Dealdasa will walk over to the other camp simply because he could not make any mega-deals on your side. As a Yahapalanaya loving nation we have the right to know WHY FCID is not investigating how this Dealdasa made all his instant wealth??? We hope at least one of you will demonstrate a decisive far-thinking leadership and authority soon! Unfortunately, it is a critically missing element in both leaders at the top today.
Mr President, please STOP petty party politics and get on with the job you were elected to do for the first 5 years, from which you already wasted about 2 years. UNP or the majority of the nation did not elect you to work against UNP during your first term in Office. Mr President, please show some maturity, get your act together and start working for the country NOT for the party you deserted before becoming the President of this country with the inevitable sacrifice and support of UNP. Please note that I am not a UNP or an SLFP supporter. However, what you have been saying recently with your narrow-minded party politics does not seem to be ethical but only reflects your immaturity in the eyes of international community. The nation did not elect you to do that. Please make a clear choice NOW. Are you going to be the President for the whole nation or are you going to play political games using or abusing the power people vested in you for your first term in the Office? If you want to spend all your time, energy and authority towards establishing a pure SLFP government in the future perhaps you can do it after you leave Office in another 3 years. Just for the sake of the nation who elected you and also in the name of late Venerable Sobhitha Thero, please make a clear choice in your mind and go on in one direction in tune with the Prime Minister at least for the next 3 years. We do not want to see the leader of the country confused, lost focus and clarity in his direction. When their leader has lost direction the nation has no direction to move forward. The Yahapalanaya loving nation does not want that for the country!
