This brutal political culture began in 1977 and was implemented without any hesitation by all the rulers who were in power, except for D. B. Wijetunga, up to the recently defeated President Ranil Wickremesinghe. It is possible to talk about all of this in detail, but this is not the time.
The efforts made by the bourgeoisie to baptize Ranil Wickremesinghe, a key leader of this lumpen political culture, from the character of a Batalanda murderer to the character of a liberal of the bourgeoisie are no small feat. History has shown that many people, including some so-called revolutionaries in the left movement, have given their unwavering support to this effort.
It is no secret that among those who criticized the government for the delay in finding IGP Deshabandhu, who was in hiding for 20 days despite an open warrant, were Ranil supporters as well as leftists who loved and still love Ranil.
They also took care to avoid criticizing either the politicians who had worked to make a criminal like Deshabandhu the IGP, or the police officers who had dedicated themselves to carrying out the task as those politicians desired.
Currently, the suspected criminal in the eyes of the law is Deshabandhu. However, there has not yet been sufficient social discourse about the criminals who contributed to the creation of that criminal.
The main culprit among these criminals is former President Ranil Wickremesinghe. According to the 21st Amendment to the Constitution, the Constitutional Council has the power to appoint the IGP. Accordingly, the correct procedure to follow for the appointment of an IGP should be for the President to recommend the names of three officers in order of seniority and send them to the Constitutional Council.
What happens next is that the Constitutional Council meets and, taking into account all these factors, such as the qualifications, disqualifications, and seniority of the officers sent by the President, appoints the appropriate person according to the wishes of 5 out of the 9 members of the Constitutional Council.
However, President Ranil Wickremesinghe did the exact opposite. Instead of the names of three suitable officers for the post of IGP, President Ranil sent only the name of Deshabandu Tennakoon.
At that time, Deshabandu Tennakoon was an officer who had been convicted by the Supreme Court, the highest court in Sri Lanka. He had been convicted and sentenced to a fine for assaulting and brutally torturing a suspect who had been taken into police custody. This became known as the incident of a suspect's penis being smeared with 'Siddalepa'(a balm used as a pain killer).
Deshabandhu Tennakoon was also accused of numerous incidents, including the Easter Sunday attacks and the May 9 attack on the Galle Face protesters. Ranil Wickremesinghe, who was well aware of all this, did not limit himself to any of it and recommended that this compatriot, who had been convicted by the courts, be appointed to the position of Inspector General of Police, the main post in charge of public security in the country.
The second group of criminals who further turned Deshabandhu into a criminal were in the Constitutional Council. They were the then members of the Constituent Assembly. Prime Minister Dinesh Gunawardena, Minister Nimal Siripala de Silva, the President's representative, Sagara Kariyawasam, the Prime Minister's representative, and one independent member. They voted in favour of appointing Deshabandhu as the IGP. The third criminal who turned Deshabandhu into a criminal is former Speaker Mahinda Yapa Abeygunawardena. He committed that crime in a very shameful manner.
To appoint Deshabandhu Tennakoon to the post of IGP, 5 out of the 9 members of the Constitutional Council must vote in favour. However, at that time, Deshabandhu received 4 votes in favour. Opposition Leader Sajith Premadasa and his representative, MP Kabir Hashim, voted against Deshabandhu. The other two independent members were not present to vote. Accordingly, the Constitutional Council meeting ended due to the lack of the required 5-member votes to appoint Deshabandhu Tennakoon to the position of IGP.
Speaker Mahinda Yapa, who went home after the meeting ended, later wrote to President Ranil Wickremesinghe to assume that the two members who were absent from the Constitutional Council were also those who opposed the relevant appointment. Tennakoon was appointed as the 36th IGP, considering that the Speaker had cast the deciding vote in the second round, with 4 votes in favour and 4 votes against, in a situation where the vote was tied. This is a blatant lie. The Speaker committed this illegal act at the request of Ranil Wickremesinghe.
The other person who was very keen to appoint Deshabandhu as the IGP was Tiran Alles, who was in charge of the Ministry of Public Security. He came to Parliament as a member of parliament without any mandate, just like Ranil Wickremesinghe, and is a racketeering businessman. He knew that Deshabandhu was the best watchdog to ensure that his smuggling operations continued unabated, so he made the maximum possible political intervention to make Deshabandhu the IGP. Tiran Alles acted as the unofficial IGP after Deshabandhu was appointed as the IGP.
Accordingly, a group of people who created the criminal of the state regime called Deshabandhu. It worked to discredit the entire police service and the position of IGP before the whole world. Those criminals are politicians, including Ranil Wickremesinghe, Mahinda Yapa Abeywardena, Tiran Alles, Dinesh Gunawardena, Nimal Siripala de Silva, and Sagara Kariyawasam.
In addition, the other most corrupt institution that directly contributed to turning Deshabandhu into a criminal is the so-called independent National Police Commission. When the Supreme Court found Deshabandhu guilty of assaulting and brutally torturing a suspect in police custody, instead of taking action against him, it was the National Police Commission that continued to protect him. The National Police Commission is a puppet of politicians who are now out of power, not an independent institution.
