Assassination bid on President : another phase implemented- Maithri furiously scolds PSD chief -Write up of experts hereunder

(Lanka-e-News- 10.May.2015, 4.30PM) Following the assassination bid on the incumbent president Maithripala Sirisena at Angunakola , Hambantota by the Medamulana ruthless brutes and the conspiracy hatched by them , it has now become known widely, locally and internationally that the president’s life is at stake. It is while  S.M. Wickremesinghe senior DIG is the chief of the PSD (presidential security division) who is a well known stooge and lickspittle of Medamulana that this cruel attempt was made . Yet , surprisingly he is still freely engaged in similar activities exploiting his official position to further imperil  the life of Maithripala Sirisena , according to reports reaching Lanka e news inside information division.. 

Among the officers who were removed when the PSD was dismantled following the Angunakola incident on the directives of Wickremesinghe  the chief of the division were  officers who are most sincere and loyal to the president . They have been transferred out , meaning that the president’s life is being placed in the gravest jeopardy more and more, insidiously .

It is only when the president after noticing his most loyal and closest officers are not there in his security contingent and inquired , it was learnt that they have been transferred by Wickremesinghe . Maithripala who is usually cool and composed had flown into a rage , and immediately halted those transfers while fiercely  berating those responsible for that action.  In other words , it is clear the assassination conspiracy against Maithripala has still not ebbed away, and  is still in progress .

There is absolutely no doubt that this situation is fraught with most grave danger to the life of the president – any government of good governance must understand this. In addition based on reports reaching LeN , since ultimately the PSD is under the purview of the IGP, this situation should be immediately rectified by the IGP. 

However , it is an incontrovertible fact that   it is this IGP who gave all the protection to the Rajapkses and their rogues when they robbed swords from the Museum during the reign of the Rajapakses , and who covered up all the criminal activities of the last regime including  illicit  digging for national treasure operations using the STF , and therefore most closely associated with the murderous Medamulana ruthless brutes. It is therefore a reasonable inference that this DIG  has on purpose and intentionally   allowed the PSD to neglect its security duties towards  the incumbent president.

This is further confirmed because , while the suspect Commando corporal who got close to the president with a firearm  while falsely claiming it is a water bottle in the assassination bid is remanded, ASP Malawalage and sergeant Nissanka who were guilty of dereliction of duty in that connection are still free.

The only punishment meted out to them for such serious neglect of duty was , transferring them from the PSD. The police divisions are shocked, why over such a grave neglect of duty  they were not interdicted until an inquiry is conducted when that is a mandatory requirement in such instances. The IGP must  hold himself  answerable to all these serious lapses and wrongdoings.

A senior police officer expressing his views on this to LeN said ,in  the assassination bid at Angunakola , the Rajapakses were behind  the  conspiracy that was hatched  on  the night of 8 th January . This serious crime of treason against the state was diluted and the investigations were disrupted by none other than the IGP simply because he was himself linked to it . 

Any reader of the  LeN  reports during the run up to and after the last presidential elections will understand that the IGP extended  full support to the plot hatched on January 8 th -night  of the  elections. This was stalled at the last moment ,because a  distorted version (jilmart) of the elections results could not be obtained from the elections commissioner , and not because the IGP and the army commander said , ‘no’ to these attempted treason against the state .

At that last moment too the defeated desperadoes  were trying to give effect to their treacherous plan and plot by stationing  their responsible soldiers and officers at the vital  points. It cannot be  forgotten that this IGP said ‘no’ only because  he feared that he will not be able to enlist the support of his subordinates when the elections commissioner on the contrary was  performing his duties duly unlike this scoundrel – the elections commissioner by  putting  his foot down  refused  to distort the elections results and commit high treason .

In the circumstances , it is very obvious  the life of president Maithripala is right now at stake and in imminent danger  being surrounded by villains , traitors and murderers who are  stalking him .Hence urgent measures must be taken to remedy this dire situation .Towards this end , the entire security apparatus must be overhauled completely . Hereunder is a write up  of experts which enables all those who are wishing to help to acquire knowledge  in this  sphere.
 
SUPERVISION IN SECURITY DIVISIONS

1. LOYALTY   :  How does one measure it?
a.) The fact that an officer was brought in to the Division because he was known to the VIP?
 It  has been seen that very often it is this category of officer  who depends on this qualification to bluff his way through.
b.) His attitude towards his job?
 
2. WHAT ARE THE QUALITIES REQUIRED IN A BODYGUARD ?
a.) Reliability / Faithfulness / Honesty.
b.) Psychological stability / Mental Conditioning/Powers of Concentration / Alertness.
c.) Physical Fitness / Quick Reaction.
d.) Courage / Willingness to sacrifice his life.
e.) Ability to mix in all levels of Society.
f.) The ability to make split second decisions. 
 
3. TRAINING:
a.)  A body‑guard has to be first taught to look after himself. He has to be made Security Conscious, to develop a suspicious and inquisitive mind and to be aware of what is  happening around him. Emphasis needs to be on quality and not quantity.
b.) Refresher training & regular/Close Quarter Battle (CQB)  firing practices coupled with simulation training.
 
4. VETTING: 
a.) Initially before recruitment, to be followed by In‑service  vetting by the division itself. A half-yearly declaration by  the officer himself of any changes in status.
 
5.) PERFORMANCE  APPRAISAL:
a.) A system of regular evaluation of standards of  performance/firing, fitness and suitability for retention.

LEADERSHIP CAN COME ONLY THROUGH EXAMPLE

6. What should Supervisory Officers look for?      
a.) Attitude towards the job.
i) Is he conscientious? Can he be trusted at his post  without supervision?
ii)  Does he take his work seriously?
iii) Is his work, time oriented or does he concentrate on  work irrespective of the time factor?
iv) Does he get away with  doing the minimum?
v) Attitude towards extra work in a crisis?
vi) Attitude towards training, is he keen/enthusiastic or  does he take it as a burden?
vii) Team Spirit?
 
 b)  Any sudden change in attitude.
 i) What is it due to?
ii) Is it due to growing stale?
iii) Is it due to some personal problem (Wine, Women or Monetary) ?
iv) Is it due to a problem in the work place?
v) Is it due to a change in thinking towards the VVIP or  his/her politics/policies ?
 
THE PROBLEM HAS TO BE IDENTIFIED & REMEDIED.

7. DIALOGUE WITH PERSONNEL:
a) There should be a healthy dialogue between the  Supervisory Grades and the rank and file.
b)  In VVIP Security, different levels perceive situation from  different perspectives and it is only if a close rapport is built  up and personnel are encouraged to speak their mind, that there would be an exchange of information.
c) Welfare and personal problems need to be looked into  carefully as an officer on duty with a problem on his mind,  might as well not be there.
