-Speech at the Briefing Session on "China's Multilateral Diplomacy"

Good afternoon!
I warmly welcome all of you as our guests for today’s gathering and to share insights on multilateralism.
As changes unseen in a century are unfolding faster than before, the world today is gripped by sluggish economic growth while facing challenges such as escalating geopolitical competition and rising unilateralism and protectionism. Upholding and practicing true multilateralism, maintaining international peace and security, and promoting common development and prosperity already became a consensus among Global South countries and the rest of the world. It has also been an important and urgent task for everyone.
As a permanent member of the UN Security Council, China has always been an important force in upholding multilateralism. It is committed to promoting a community with a shared future for mankind, implementing Global Security Initiatives (GSI), and resolving differences and disputes peacefully through dialogue, and consultation. China has been committed to true multilateralism, firmly upholds the international system with the UN at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the UN Charter, and advocates an equal and orderly multi-polar world.
As the largest developing country and the second largest economy, China has been actively promoting the implementation of Global Development Initiative (GDI) and high-quality Belt and Road cooperation. By doing so, China is able to create new opportunities for the world and benefit the global community through its own high-quality growth; China has been actively promoting the implementation of the Global Civilization Initiative (GCI)by calling for all countries to promote the common values of humanity featuring peace, development, equity, justice, democracy and freedom. We pursue auniversally beneficial and inclusive economic globalization, which accommodates the shared aspiration of all countries, especially developing ones, supportsall nations, including Sri Lanka, to explore a development path that suits their own national conditions, and inspires a more just and equitable global governance system.
In October and November, Chinese President H.E. Xi Jinping flew to Russia, Peru and Brazil to attend BRICS, APEC and G20 Leaders' Summit respectively. During these three Summits, President Xi met with more than 20 leaders from Asia, Europe, Africa, America and Oceania to discuss development cooperation and elaborate on China's policy propositions. These are China’s practical efforts to enhance the voice and representation of Global South on multilateral platforms, which contribute more Chinese wisdom and strength to addressing global challenges and jointly building a community with a shared future for mankind.
At the BRICS Summit, President Xi put forward the following proposals:
Firstly, build a BRICS committed to peaceand act as defenders of common security;
Secondly, build a BRICS committed to innovation and act as pioneers of high-quality development, and foster new quality productivity forces; Build a BRICS committed to green development andact as promoters of sustainable development;
Thirdly, build a BRICS committed to justiceandact as forerunners in reforming global governance.
To follow the rise of the Global South, we should respond favorably to the calls from various countries to join BRICS. We should advance the process of expanding BRICS membership and establishing a partner country mechanism, and enhance the representation and voice of developing nations in global governance; Fourthly, build a BRICS committed to closer people-to-people exchanges, andact as advocates for harmonious coexistence among all civilizations.
At the APEC Economic Leaders' Meeting, President Xi put up the following points:
Firstly, we should stay committed to multilateralism and an open economy;
Secondly, weshould prioritize ecological protection, promote green and low-carbon development which focus on the conservation and efficient usage of resources, so as toencourage the green transition in socioeconomic growth;
Thirdly, we should increase support for developing economies and disadvantaged groups, work together to grow the pie and distribute it equitably to benefit more economies and people.
At the G20 Summit, President Xi outlined China’s eight actions for global development, including joining the Global Alliance Against Hunger and Poverty and unilaterally opening our doors wider to the least developed countries (LDCs).
He drew the blueprint for global economy which is more cooperative, stable, open, innovative and eco-friendly.
He called on G20 to support the U.N. and its Security Council in playinga greater role, to deescalate the Ukraine crisis and seek a political settlement. Moreover, China and Brazil, together with some other Global South countries, launched the group of “friends for peace” on the Ukraine crisis, with the goal of bringing together more voices for peace. China also called on the ceasefire in Gaza, and to provide support for easing the humanitarian crisis and postwar reconstruction in the region.
China and Sri Lanka are both Global South countries. We have broad consensus on many major international and regional issues, and have effectively safeguarded common interest through productive cooperation. China has always firmly supported Sri Lanka in upholding its independence, sovereignty and territorial integrity, and stood up for Sri Lanka on issues such as human rights. The Sri Lankan government and peoplealso have been firmly supporting China on issues concerning China's core interest and major concern such as issues related to Xizang and Taiwan. China-Sri Lanka multilateral cooperation has become a model of unity and self-reliance among Global Southcountries. This year, the new Sri Lankan government has applied to join the BRICS and the New Development Bank. Though facing huge difficulties and challenges, such moves show the new government’s commitment to independent and non-aligned foreign policy while withstanding external pressure. They also show the government’s willingness to work with all Global South countries to enhance their influence and appeal on the international stage. China warmly welcomes Sri Lanka and other like-minded partners from the Global Southto be part of the BRICS family for common development.
