At Balapitiya workshop government itself bluffs
(Lanka-e-News -01.Dec.2015, 11.45PM) A workshop on the budget proposals 2015 was conducted at a popular hotel during the weekend. About 125 ministers and MPs participated in this workshop. This workshop was conducted under five leaders , with a group under each leader.
The question posed by a group was what Lanka e news raised at the beginning of the budget. To whom are the earnings out of vehicle emission certificates channeled? And how ? May we recall ,Lanka e news while making this exposure pointed out only about 10% is going into the coffers of the government ,while the balance 90% is going to fatten the companies issuing the certificates, and a 30 -40 % (extortion fee) of it is diverted to the sons and daughter of the chief of the country’s political arena.
When the participants of this workshop expected an answer from the relevant minister, the latter said, that was a lie, and 90% of the earning is appropriated by the government and 10% only is diverted to the companies. In this connection , the notorious Wegapitiya the wheeler dealer issuing the emission certificates too told a similar story to the media earlier.
Lanka e news inquired again yesterday(30) from the Director of registration of motor vehicle department (RMV) , and of the environment ministry which represent the government . All of them swore that the statement that 90% of the earning from the emision test levy going to the government is an absolute lie , and hitherto, it is only 10% that was received.
In that case did the relevant M.P. utter a deliberate lie and misled his colleagues at Bentota workshop -the ministers and MPs ? Of course it is a well known fact that every time Wegapitiya the racketeer opens his mouth a lie drops . He cannot stop that habit however he tries . Similarly being an infamous wheeler dealer his duping and deceiving the masses is also not a matter for surprise.
Besides , no company can maintain itself out of a 10% income . Hence the statement of the relevant minister is false. A Buying and selling businessman may be able to run his business on a 10% commission collection, but this is not a buying and selling business.
This new upward revision of the levy has not taken place yet. Leaving that asie , if the reasonable levy of Rs. 1200.00 applied earlier is considered , the company issuing the certificate collected 10% which is Rs. 120/- per vehicle. In that case this amount is lower than even half of India’s levy which is Rs.270/- That means shockingly , Wegapitiya the most notorious wheeler dealer has been toiling hard to incur loss ! This is impossible by any stretch of imagination specially when Wegapitiya is the epicenter of this racket.
Let us assume for a moment that the relevant minister and Wegapitiya are telling the truth, and 10% only has been channeled to the companies. In that event , if 10% went to the coffers of RMV and environment authority, who pocketed the balance 80% ?
The crucial question is , instead of giving contradictory answers , why is the last year’s report of the Audit department regarding the emission certificates of the companies not being revealed to the public and the media ?
At Bentota , the relevant minister said , because the emission levy on three wheelers and motor cycles is not being increased , and is being raised on super luxury vehicles to Rs. 5000.00 , while adding that owners of such vehicles can afford and that is not an issue therefore. There are only 30% of other vehicle owners and if there is an issue that will affect only them , the minister pointed out . In his view 70% of the vehicles plying the SL roads are super luxury vehicles. This type of stories is not originated by a chief of the government of good governance but by the ‘sea pirates’ of SL who are committing plunder.
Duping the ministers and MPs at Bentota is no big deal for the chiefs of the government of good governance. Mind you there is no one to question this in Parliament . Since the former ministers who were in charge of the RMV and environment know deep within their bones about the huge illicit gains , are now dumbfounded because they are now within the government .
As far as the TNA in the opposition is concerned there is only one issue , that is, the issues pertaining to the North and East. The JVP leader too only raises the few questions that are to be asked from Kili Maharaja. The pro Rajapakse racist renegades speaking on this is also unavailing.
In the circumstances, the people are earnestly awaiting a clear unequivocal official statement to be made in parliament by the P.M. who generally speaks the truth
