(Lanka-e-News -23.Sep.2015, 8.15PM) The long awaited gazette notification relating to the tasks , functions and duties of the ministers was at last released today, a month after the government was appointed.
There were a number of strange and bizarre changes in the allocations…..
All State banks and the Institutions under them , the Sri Lanka Insurance and those Institutions under them which were under the purview of the finance minister Ravi Karunanayake have been brought under the ministry of state enterprise and development belonging to minister Kabir Hashim. Moreover, the Central bank that was under finance minister is now under the prime minister. This is the first time a finance ministry has been allocated sans the Central bank.
The Sri Lankan Airlines and Mihin Lanka Co. have also been affiliated to the ministry of Kabir Hashim. The plantation corporation and a number of those companies that were hitherto under the ministry of plantation too had been given over to the ministry of state enterprise .
The gem and jewelry authority that was until now under the finance minister has now been appropriated by the president.
Although the Sri Lankan airlines and MihinAir are under Kabir Hashim’s ministry , the powers in regard to signing of agreements with other countries with a view to augmenting and broad basing international air travel has been placed under the ministry of transport of Nimal Siripala De Silva.The airports and civil aviation service authority therefore comes under that.
The single responsibility of the pensions department which includes the EPF and ETF of the employees have been distributed among three ministers.Pensions under the ministry of public administration , EPF under the labor ministry and the ETF under the prime minister.
A number of responsibilities that were hitherto under the minister of foreign affairs have also been shifted to the minister of foreign trade.
The central cultural fund , national arts and performance board , Gramodaya people’s arts center , Tower Hall theater foundation ,Public performance control board , National Institute of performance and Arts , and even the archaeological department have been brought under the education ministry of Akila Viraj Kariyawasam.
National youth service council, youth corps, youth service cooperative and youth awards distributing authority are all now under the purview of the ministry of national policy and economic affairs belonging to the prime minister.
36 Institutions have been entrusted to the Industries and trade minister Rishad Badiudeen. However the ministry of primary Industries Daya Gamage had been allocated one Institution only , that is ,agriculture export department.
