Nominees to constitutional council revealed : Dissolution of parliament in June

(Lanka-e-News- 24.May.2015, 2.15PM) Based on the 19 th amendment that was passed recently , all the independent commissions shall be appointed by the constitutional council nominated by  the Parliamentary select committee .That is , the constitutional council shall  be first appointed. According to government informed sources, the names of members have already been proposed for the council. 

The speaker , the prime minister (P.M.) and opposition leader by virtue of their parliamentary positions have been appointed to the council. In addition , the president nominates his representative and Minister Champika Ranawake has been nominated by the president .

The P.M. has nominated minister Wijedasa Rajapakse while the opposition leader’s nominee is former minister John Seneviratne.

The minority parties have named R. Sambanthan as their representative . In addition the P.M. and the opposition leader together can name three well recognized  civilians in the country, and two of those  representatives are : former Auditor general Mayadunne ; and internationally famed Radhika Coomarswamy. The civil representative of Muslim society  to the council has not yet been named , it is learnt.

After all the names are proposed , the president makes the final appointments. The president at the media briefing last week told the media chiefs , after the constitutional council and the independent commissions are appointed, a new government will be formed in September. According to reports reaching Lanka inside information division , next week the constitutional council will be appointed , and the following week the independent commissions will come into being.

Amidst the impediments militating against the passage of the 20 th amendment in parliament  , and the  sudden resignations of the SLFP ministers appointed by him , the president is expected to dissolve parliament during the second week of June, based on 
inside sources.

The composition of the constitutional council based on the 19 th amendment is as follows :
41 a (1) – the constitutional council shall comprise the undernoted members :
 (a) the Prime Minister 
(b) the Speaker
(c) opposition leader in parliament
(d) A representative appointed by the president
(e) Five representatives proposed jointly by the P.M. and opposition leader appointed by the president.(f) A representative nominated with the consent of political parties in parliament and a majority of the MPs  of independent groups, who does not represent  the parties belonging to the P.M. or the opposition leader or independent groups , and appointed by the president .

(2) The speaker shall be the chairman of the constitutional council by virtue of his parliamentary official position .
