Police again under defense ministry ignoring good governance:Mahinda Balasuriya still a clinging leech

(Lanka-e-News- 16.Jan.2015, 11.55PM) The police force , an important department which contributes to good governance of the new government has been brought under the defense ministry again via a gazette notification No.1896/28 dated 10 th January ( appended herein).

The police department was earlier under the defense ministry , but based on the recommendations in the LLRC report , it was brought under the purview of the new ministry of law and order that was created subsequently. If good governance is to prevail, the police department should be converted into a public service instead of being a part of the security forces. In advanced countries, the police force is under the city mayors as a department promoting and maintaining law and order among the public .

In any event under the deposed Rajapakse regime the secretary , first appointed to the ministry of law and order under which the police force was brought under was Nanda Mallawarachci , an officer of the forces. Later, after removing him Mahinda Balasuriya an ex IGP of the police who became notorious for shooting and killing an unarmed citizen was appointed as the secretary to the ministry of law and order. While there were so many having powers , it was brutal Gotabaya Rajapakse who gave the orders .Moreover , Balasuriya himself admitted having committed the murder and resigned his post as IGP at that time.

In other words , the police department has once again been brought under the purview of the defense ministry unofficially, and it is caught between the devil and the deep blue sea, being compelled to take orders from both sides.

It is not possible for those who are advocating good governance to justify this action by saying the police department under the defense ministry is a solution . In the circumstances John Amaratunge who is the newly appointed minister for peace is in a quandary. Though he believed that the police were under him , that has not been the case.

Mahinda Balasuriya has not given up his post and is still continuing in the ministry performing duties. He even gave orders to the police chiefs during his holiness Pope’s tour of Sri Lanka (SL). On the 12 th too he was in his official cubicle issuing directives to the police officers.

According to Gazette notification extraordinary 1896/28, the police department is under the state defense ministry , and its secretary is B M U D Basnayake.

Apparently , Balasuriya is ignorant of the law that following he appointment of the new President and the Prime minister thereafter , all ministries stand dissolved , and the posts of secretaries have to be vacated. Consequently , in such a situation this officer continuing in his office with the stubbornness of a mule has sprung a rude shock among all.

We shall be failing in our duty if we do not reveal the names of the most corrupt officers in the ministries of defense, and law and order .They are hereunder :
