A 2/3 rd majority in parliament and referendum needed for Therawadhi Bhikhu bill – SC decides

(Lanka-e-News- 11.Feb.2016, 8.00PM) If the draft of the Therawadhi Bhikkhu book of rules is to passed , a  2/3 rd  majority in parliament is necessary and must be  on a people’s referendum , the Supreme court (SC)  has decided , the speaker informed parliament. This was in response to a request made to the SC to secure the SC opinion. 

Based on various cornerstones  the draft proposals of Therawadhi Bhikkhu book of rules (registration)  was tabled in parliament on the 12 th . This bill was introduced  as follows :

‘This is a draft bill which relates to :  formulation and registration of a book of rules for the nikaye or the order of the Therawadhi Bhikkhus of Sri Lanka;     every bhikkhu so as to act in  accordance with the various provisions   of the registered book of rules, and to conduct themselves obeying the  Nikaye or order to which he belongs based on his name;  mete out punishment or to deliver corrective  sermons as appropriate to those Bhikkhus who transgress the provisions of the book of rules ‘
