(Lanka-e-News -10.Jan.2016, 7.15PM)  Yesterday marked a watershed in Sri Lanka ‘s history when prime  minister Ranil Wickremesinghe tabled a proposal in Parliament to appoint a select committee to formulate a new constitution. The president Maithripala Sirisena was also present in parliament on this historic occasion. The proposals of the P.M. are hereunder  …

 “As the Sri Lankan people are united in their opinion  most determinedly  that a new constitution shall be adopted ; there is  a clear mandate to reinforce Democracy under a new political culture ; the incumbent president Maithripala Sirisena too  has made it abundantly clear  that  the  executive presidency shall   be abolished; that an election system be implemented; and a solution shall be found for the national issue , a proposal is being made to the parliament  that there shall be  a select committee on account of  the ‘constitutional council’ constituted of parliamentary members”

It is proposed that the council shall have a president , and he shall  be the parliament speaker. There shall be 7 deputy presidents , and for the constitutional council meetings there  must be a quorum comprising 20 members.

Kiriella the leader of the house seconded the proposal of the P.M.  while  president Maiithripala Sirisena addressing  parliament making  an important speech said, the people of the north have an anathema towards  the word ‘unitary’ and the people of the South have an anathema towards  the word ‘federal’ ,and  it is for the present era to sort this out.

The president went on to say , some of those in the opposition are spreading misleading reports that the constitution is going to be formulated on foreign advice, in order to create issues within the country. The president therefore urged not to spread such malicious and misleading reports. To formulate our constitution that is compatible with our country , foreign assistance or advice are not necessary ,  he added. There is a view   that because of the executive presidency the 30 years old war could be ended. What we should do is not to create a monster via  the constitution . With understanding , knowledge , example, the main laws  shall be enacted which are answerable to  the country’s future , whereby national reconciliation  and peace can be established, the president exhorted.

Although the parliament was to sit from 7.30 a.m. today until 7.30 p.m. to debate on this subject, and the select committee was to be appointed , but because of the opinion expressed by president yesterday evening at the concluding stages ,  the proposal to be tabled by P.M. and the  president’s speech in parliament only  were included in the agenda, and  it was decided the debate scheduled for today  shall be held back , and the appointment of the select committee also be  postponed. Consequently the parliament adjourned at 11.30 a.m. 

Based on reports reaching Lanka e news inside information division , because the president is having doubts about his team , and is having no faith in them. Though the UNP was ready to table the resolution without a preamble  , it was the SLFP team that insisted a preamble shall be included . Subsequently the pro Rajapakse villainous scoundrels  taking advantage of this suggested preamble carried on a campaign against the constitution on the pretext that via the constitution the country is going to be divided, with the result there was an uproar within the SLFP that could not be controlled by the president. Neither could the president make his team  arrive at  a harmonious conclusion.

Meanwhile the JVP is taking a stubborn stance. They are opposed to a constitutional stance in regard to the national issue. They also oppose the proportional representation and electoral  basis election  system. They are only for the abolition of the executive presidency. 

The JVP which knows that if the country’s issues are resolved, they will have no place are hoping to keep the bruises festering forever. They are exploiting the issues while changing colors like the chameleon  , and perpetuating  those issues . This has become their favorite occupation and inveterate habit. Their decisions are not dictated by the people’s needs , rather by what their break away Peratugamis are saying finally.

In any case , the parliament is to meet on Tuesday next and the appointment of the select committee is scheduled for that day.
