| Gota’s private paramilitary group fighting Somalia Guerillas compromises SL national security |

(Lanka-e-News-05.Aug.2012, 7.30PM) The defense secretary Gotabaya Rajapakse, the bigwig of the Rajapakse regime and a citizen of the US had placed the country’s security in grave jeopardy owing to his avarice for personal selfish gains.
Without the approval of the SL security council or the Cabinet or the Parliament he had deployed employees of his personal security Company to engage in the war against the guerillas in Somalia.
Towards this end , the arms and weapons of the armory of SL Army have been used which action is absolutely unlawful. What is the right Gotabaya has to act so high handedly of his own accord and treat the SL national security and people’s so frivolously and uncaringly in order to achieve his self seeking aims?
Hereunder are details of this security betrayal.
Since 2005 the Somalia guerillas have been operating as sea pirates. The manner in which this threat spread by 2010 is depicted in the map hereunder . Today ,to those shipping Companies using the sea route this had become a big problem. The blue colored part in the Map are the main sea routes.
It is to be noted that SL ‘s defense secretary has exploited the perilous situation in the sea to supply security to the ships sailing in the risk laden zone by providing personnel employed in his Rakna Security Lanka service with a view to reaping huge profits.
Before we proceed further let us throw some light on this Rakna security service. This was a private Co. incorporated under the private Companies Act 1987 section 17 .The chief of this Co. is none other than the defense secretary Gotabaya Rajapakse along with a Director Board. The others who are the chiefs holding main positions are pensioners Major General Palitha Fernando and Major general Egodawala who were undergoing training with Gotabaya during his training period in the army.
Egodawala was responsible for the Alimankade debacle during the war , and therefore received a punishment on that account from the military court. The Ratna security service Co. is not a semi Govt. Co. coming under the Parliamentary Act., though it has the regime’s patronage. It is a fully privately owned Co. If it was a semi Govt. establishment its financial affairs must be accountable to the Parliament select Committee (COPE) and to the Govt. Auditor General. This Co. on the other hand is completely owned by Gotabaya Rajapakse sans all these accountabilities and responsibilities.
In other words this Co. is an absolutely illegal Co. because a defense secretary who is holding a Govt. post cannot in law also hold a position in a private Co. Under the Companies’ act , this is a punishable offence ; even otherwise because there can be a conflict of interests , Gotabaya’s action is unethical .
While it is forbidden for a Govt. servant even to print a business card , how could Gotabaya the defense Secretary hold posts in a private Co.? In fact , this is an unofficial paramilitary army of the Rajapakse regime. May be, neither the opposition nor any other had questioned on this so far because of the fear of Gota’s white Van.
Now, in order to provide security to the International vessels against the threats of Somalia Guerillas , Rakna security soldiers are operating from the Galle Port. This group of Lanka soldiers that leaves Galle Port board the foreign ships in mid sea . After the security check , on their way back they alight from the ship in mid sea to arrive at the Galle Port.
It is another shipping Co. by the name of Jack shipping Co. that transports the soldiers to and from the ships at the Galle port . The picture on the left shows the Jack shipping Co. transporting the Rakna security service Lanka soldiers in their vessels.
Within the red circle is the air conditioned bus that is awaiting the arrival of the soldiers to be taken away to their destination.

No matter what , due to Gotabaya’s high handed actions and personal business greed subordinating national and security interests have given rise to numerous issues and questions:
The first question is , how can SL’s defense secretary engage in private business?
Looking beyond , there are also many international security issues springing up .
Who gave permission to Gotabaya to use the arms and weapons of the State armory for his private Co. security officers when providing security to international vessels against Somalian guerillas?

Certainly due to these operations , a retaliation from the Somalian guerillas has to be expected to the detriment of our motherland. In case there is such a retaliatory attack , is Gota’s private security members going to face it , or the three forces of the Govt . ?
While there is a complex of camps in the Indian ocean of the superior American naval and air fleet in Diego Garcia , why is Gotabaya’s private security fleet providing security service to international vessels?
Has America given in to its Citizen Gotabaya Rajapakse to dance to his own devil’s tune , or Gota the notorious has struck a sordid deal with America?
Can a single individual owned private Co. shoulder the onerous responsibilities ?
What is the security available to these Sri Lankans who are going for these operations?
Are these Sri Lankans hired workers of this single individual? If they are, how can arms and weapons of the State be given to these hired workers?
While the neighboring countries of the zone have got together and arranged a security apparatus for the vulnerable Malacca strait , why Gotabaya of SL pertaining to the Somalia issue without similarly joining as a country of the zone , has sought to conclude his own private contract in order to make personal and selfish profits compromising the country’s security and safety ?
Will this permission be granted to all other private security Companies too to engage in such activities?
Is Gotabaya , a byword for brutality and lawlessness in SL a law unto himself ? |
