| Dalada Maligawa funds have evaporated – 6 million in debt now |

 (Lanka-e-News-22.Jan.2012, 5.30AM) The present Diyawadana Nilame of the Kandy Dalada Maligawa , Pradeep Neelanga Dhela Bandara is the brother of Dixon Dhela Bandara who was appointed as the Sri Lanka(SL) High Commissioner to the Maldives. The father Dixon and the regime chief were School classmates . The Diyawadana Nilame is the son of regime chief ’s friend and classmate. This son , the Diyawadane Nilame,who is holding a most revered and sacred position in the Dalada Maligawa Temple has had fun even with the sacred duties he is saddled with .
The ‘ Siri Dalada campaign for the protection of temple against lawless and corrupt activities’ had discovered data and details when collecting information, that colossal sums of funds have been drained away based on the numerous open complaints received. This Diyawadane Nilame had not only acted in desecration of his most sacred and onerous duties , but has most cruelly betrayed the trust and faith reposed by the devotees who make most holy sacrifices on behalf of the Temple . His wasteful and corrupt activities have shocked one and all . It is being questioned whether a Diywadane Nilame who ought to be a model following the Buddha’ s tenets can commit these sacrilegious crimes ? Of course , since he is appointed by a political leader , and in SL it has become customary for even a leader in the highest position in the political hierarchy to stoop to the lowest levels of evil activities including murders and corruption , does that mean that the Diyawadane Nilame can in that holy position follow in the footsteps of his political leaders pampering him ? - no, not for all the world ! He must mandatorily follow Lord Buddha and not worldly MahaRajas ; this is what Lord Buddha too has emphatically preached. May be this Diyawadane Nilame who is cast in the mould of his political mentors has not learnt this basic Buddhist tenet.
We give below details of the information which have come to light so far:
1.May we recall that the following news items were published by Lanka e news from time to time in this connection…
*Kandy Diyawadane Nilame has gold plated his wedding vehicle with Maligawa gold
*An elephant robed in Pinnawala for the second time
*Dixons – father and sons who ‘danced the devil’ at Sri Padasthanaya.
*Details of the unlawful robbing and killing of a baby elephant from the forest.
2.Outright illicit sale of lands belonging to the Maligawa to Institutions which are engaged in partitioning and selling of lands
*Udagederawatte , a land belonging to the Maligawa had been illicitly sold to ‘Prime lands’ violating the laws. This offence had been committed jointly with the Buddhist affairs Commissioner.'
*The ‘Siri Dalada campaign…. ‘ is in possession of all the evidence in this connection.
3.Transferring of Properties of Maligawa in the name of PND constructions belonging to him.
*Disbursements in respect of all bills connected with these transactions had been made through the Maligawa funds.
*This PND construction in order to prove to the Govt. that it is having enough resources to carry out this project and for registration has misused the Maligawa funds.
4.All expenses at the official residence including food met by the Maligawa. Even the luxury food provided to the pet dog paid out of Maligawa funds.
5.Collections from foreigners at the entrance plundered.
6.Fraudulently collecting monies on cutting and selling of trees belonging to Maligawa lands.
7.Cheating the Govt. of its customs duty on import of furniture , timber, bathroom fittings, swimming pool requirements for the house that is being built at Malabe , Colombo while fraudulently showing that these imports are for the Maligawa.
8. Using the VIP passport to smuggle gems and jewelry out via the Airport without checking at the lounge( normally , gems and jewelry export without approval is an offence)
*There are a large number of persons who have secured VIP passports on the sly with the Diyawadane Nilame’s intervention .
*The huge amounts of cash collected as commission on these ‘VIP’ passports which are black money are converted by money laundering processes .
*All expenses pertaining to his tours around the world with his crooked friends on the pretext of propagation activities of the Maligawa are met by the Temple funds. But, in truth these tours are undertaken by him at temple expense to promote his personal gem businesses. |

9..While being the Diyawadane Nilame of a Temple where Buddhist devotees flock , he went to a most popular Hindu Temple in India and rolled on the ground like the other devotees there after shaving his head. He is therefore deserving of the worst punishment for degrading Dalada Maligawa and insulting it.
10. By appointing his henchmen , ganja dealers and idlers in addition to the existing Council of the Maligawa , he is paying salaries in lakhs to them.
11. Employing a personal assistant of his , an Engineer who went on pension and giving him an appointment in his private Contract Co. and paying out of Maligawa funds. |

12. Using the address of the Maligawa , violating the regulations of the Vihara Devalagama , a Company named SIBA, had been registered under the Companies ordinance . When securing aid from Norway , the interests of the Maligawa had been compromised by agreeing to conditions jeopardizing the Maligawa .
(Opening a Company like this and a Bank account in this connection , cannot be done without the permission of the Commissioner of Buddhist affairs.)
13.The Maligawa funds which topped many millions in the fixed deposits had dwindled so much so that the Maligawa is indebted to the Bank of Ceylon to the tune of over Rs. 60 million.
14.The official house in the sacred Maligawa area is being used for immoral purposes , according to accusations leveled.
15.There are also charges that the precious stones in the Maligawa had gone missing.
16. The baby elephants which were brought from the jungles illegally have been registered as those of Temple elephants with the help of the veterinary Doctor from Dangolla , Kandy.
17. The mini Cooper car made in Britain was got down on Maligawa funds for his maiden trip following his wedding . On Maligawa funds again , two Engineers from Britain were got down to renovate it . Their lodging and food expenses were also met out of Maligawa funds. This gold plated car is now parked in the rear area of the Maligawa at his official residence after the wedding was over.
18.Though ancient customary duties were eliminated by law, those at the Viharas and Devales were carrying out their duties following the old traditions in order to protect them. But , after the advent of this Basnayake Nilame , Neelanga Dhela , he appointed Mangers and Secretaries which led to injustice being committed on the workers there. Consequently , they are in the process of filing legal action in the Labor court . This has brought insult and embarrassment to the Maligawa.
19.The Maligawa perahera pageant which was considered as a world heritage because of the adherence to the time honored traditions , had now lost its luster and historic value owing to this Nilame’s stupid measures and actions.
After discarding the hollowed traditions which are many centuries old , he had introduced his ‘Dhela method’ which are as baneful as he is sinful .
Those who traditionally accompanied the Perahera following ancient customs and who performed that traditional duty with responsibility had been dispensed with, and replaced by persons hired on contract.
After employing his henchmen from his villages to perform the tasks , he had paid them salaries twice. The devotees and worshippers do not object to these robberies and sinister actions , because they respect and fear the deities. Yet , the Diyawadane Nilame , Dhela , who occupies a highly scared post has no qualms about his stealing , sacrilegious and sordid activities.
Neelanga Dhela’s primary motive is self glory and media publicity at the expense of his sacred duties and Maligawa responsibilities. With this in view he is increasing the fleet of elephants by whatever foul means and marketing the sacred pageant for most nefarious reasons in pursuance of his self glorifying selfish agenda. Owing to these most foul and foolish ambitions of this Diywadane Nilame regardless of his honorable and scared duties , the Maligawa fixed deposit funds had been robbed and wasted on his henchmen and stupid sordid activities , whereby the Maligawa is now in debt to the Bank to the tune of over Rs. 60 million.
Owing to this exceedingly cash strapped situation and financial crisis, the last Perahera was conducted on funds begged and borrowed.(this is a violation of Kany Perahera Ordinance 1980 section 34). Despite the Organization for protection of national assets having made a complaint to the Bribery and Corruption investigation Dept. , in regard to these atrocious frauds and misappropriations, so far no action has been taken. What is most shockingly shameful is, among the Organizations and Traders who were summoned by this most shameless Neelanga Dhela to beg assistance for the Buddhist Perahera , there were several non Buddhist Organisations and traders.
The true and patriotic Buddhists are rudely shocked over these activities of this greatest swindler and sinister . Of course these Buddhists are powerless . But those , the President , the Buddhist Prelates and Mahnayakes who are having all the power to take action against this notorious sinner remaining silent while having their eyes and ears open is indeed most baffling.
